The Cabinet of Ministers of Ukraine has amended the directive "On Approving the Operational Plan of Actions for Humanitarian Demining," strengthening the coordination of executive authorities involved in humanitarian demining.

"The directive dated April 15, 2022, although adopted during the full-scale war, required updates regarding both the measures and the involved parties. For the first time, Ukroboronprom and demining operators, with their consent, have been included among those responsible for implementing humanitarian demining policies. They play a crucial role in clearing Ukrainian lands," said Deputy Minister of Economy of Ukraine Ihor Bezkorovayny.

The directive introduces several new measures, such as a comprehensive review of demining legislation and proposals for its improvement, ensuring the localisation of equipment and machinery for pyrotechnic units, and enhancing the training system for demining specialists. Additionally, it includes the establishment and maintenance of the Registry for Suspected Hazardous Areas (SHA) and Confirmed Hazardous Areas (CHA), for which the State Emergency Service is responsible. The total number of measures has increased from 13 to 16 points.

More entities are now involved in implementing the operational plan for demining activities, including ministries and other central executive bodies, local authorities, demining operators, business representatives, and others. The Ministry of Economy of Ukraine take the onus for coordinating the entire action plan.

According to the directive, local authorities and operators, with their consent, can take part in creating contamination maps and the information exchange system.

The updated plan now addresses not only demining, but also the social protection of people affected by mines and other explosive devices. These are interconnected processes, and they are now integrated into a single document.
