Permits for Activities with Explosives
Information on the Algorithm for Obtaining Permits for the Acquisition, Transportation, Destruction, and Storage of Explosive Materials by Economic Entities
In accordance with paragraph 9 of the Regulation on the Permit System, approved by Cabinet of Ministers of Ukraine (CMU) Resolution No. 576 of 12.10.1992, the acquisition, storage, and transportation of explosive materials require appropriate permits.
The procedure for issuing the relevant permits is set out in the Instruction on the Procedure for the Manufacture, Acquisition, Storage, Accounting, Transportation and Use of Firearms, Pneumatic, Cold and Chilled Weapons, Domestically Produced Devices for Firing Ammunition Equipped with Rubber or Similar Non-Lethal Projectiles and Ammunition for them, as well as Ammunition for Weapons, Main Parts of Weapons and Explosives, approved by Order of the Ministry of Internal Affairs No. 622 of 21.08.1998 (hereinafter - the Instruction).
For detailed information on the procedure for obtaining permits for the acquisition, storage, and transportation of explosives, please contact the arms control units of the main departments of the National Police in the regions and the city of Kyiv (at the location of the facility where the explosives are stored) by calling these telephone numbers.
Currently, in order to obtain permits from the National Police of Ukraine for the purchase, transportation, and storage of explosive materials, a business entity must submit an application to the bodies (units) of the National Police:
For the Purchase of Explosives (valid for up to 6 months)
- Certificate of the State Labour Service of Ukraine (hereinafter referred to as the SLS) for the purchase of explosive materials;
- A permit for blasting operations issued by the State Labour Service. To obtain this permit, the company should submit an application to the territorial office of the State Labour Service in accordance with Annex 4 of the Procedure for Issuing Permits for the Performance of High Risk Work and for the Operation (Use) of High-Risk Machines, Mechanisms, and Equipment, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1107 dated 26.10.2011, or a declaration of this type of business activity. To obtain a declaration, you need to submit an application (via the Diia portal) to the territorial division of the State Labour Service of Ukraine for conducting business activities under NACE 39.00 "Other waste management activities. Demining and similar works, such as detonation of explosives)".
- An act on the suitability of the premises where explosive materials will be stored or a lease agreement for existing storage facilities for explosive materials. A commission consisting of representatives of the NPU, SES, State Labour Service, and the organisation concerned shall assess the premises for compliance with the requirements set out in Normative legal acts on labour protection 0.00-7.08-07;
- Payment order (receipt) for the service. The administrative fee is UAH 270.
For the Storage of Explosives (valid for up to 3 years)
- Certificate of the State Labour Service of Ukraine for the operation of the explosives storage facility;
- Passport of the of the explosives storage facility in accordance with Annex 34 of the Instruction and the act of acceptance of the explosives storage facility into operation (in the absence of a passport, a diagram of the facility and a plan of the surrounding area within a radius corresponding to the safe distance calculated by the shock air wave from the largest explosives storage facility, and for a mobile facility, the area served by the facility, shall be indicated);
- A certificate of suitability of the premises where explosives will be stored or a lease agreement for existing storage facilities. A commission consisting of representatives of the NPU, SES, State Labour Service, and the concerned organisation shall assess the premises for compliance with the requirements set out in Occupational Health and Safety Regulations 0.00-7.08-07;
- Order appointing the person(s) responsible for the storage of explosive materials;
- List of persons who will have access to or guard the explosives;
- Payment order (receipt) for the service. The administrative fee is UAH 270.
For carriage through the territory of Ukraine (valid for up to 3 months)
- Permission from the police to store explosive materials;
- Information about the persons responsible for the carriage;
- Name, quantity of the cargo to be transported, type of transport, route, starting and ending points of transportation through the territory of Ukraine, reason for transportation, term;
- Information on persons responsible for the protection of explosive materials;
- A copy of the security agreement or orders of the head of the company appointing persons responsible for security and transportation;
- Certificate of training of an authorised officer for the safety of cargo transportation (the administrative fee is UAH 270);
- Certificate of training for drivers of vehicles transporting dangerous goods (the administrative fee is UAH 270);
- Certificate of approval of vehicles for the carriage of certain dangerous goods (the administrative fee is UAH 93);
- A valid compulsory insurance contract;
- A certificate of authorisation for the driver to transport explosive materials through the territory of Ukraine (the administrative fee is UAH 78);
- Payment order (receipt) for the service. (the administrative fee is UAH 270);
- Technical specifications or standards for explosive materials to be transported through the territory of Ukraine.
As an exception, the transport of explosive materials through the territory of Ukraine without the permission of the police is allowed in the case of:
- Centralised transportation from manufacturing plants to warehouses, subject to permits for the storage of explosive materials;
- From one warehouse of a business entity to another, but only within the same region (city) based on waybills in accordance with Appendix 37 of the Instruction;
- To the places of blasting operations - based on permits in accordance with Appendix 38 of the Instruction.
For Destruction
It is necessary to obtain certification for this type of activity to destroy explosive materials. According to the Resolution of the Cabinet of Ministers of Ukraine No. 123 of 02.02.2024, certification is carried out by accredited conformity assessment bodies that certify mine action operators and processes to determine their compliance with the requirements established by the legislation of Ukraine and regulatory documents in the field of mine action. To obtain certification for the destruction of EO, it is necessary to submit to the Head of the Certification Body of the Mine Action Centre:
