Ukraine and Syria have signed an intergovernmental agreement aimed at strengthening cooperation in mine action. The document was signed by Ukraine’s Deputy Minister of Economy and Environment, Ihor Bezkaravainyi, who is currently on an official visit to Damascus, and Syria’s Deputy Minister of Emergency Situations and Disaster Management, Mustafa Munir.

The agreement provides for measures to clear and return war-affected areas to productive use, as well as the development of information management systems, including innovative mechanisms for prioritising areas for clearance. Ukraine is also ready to share its experience and provide training for specialists in non-technical survey, demining and quality management, as well as other personnel involved in humanitarian demining.

“For Ukraine, it is very important to share our mine action experience with countries that, like us, have been affected by contamination from explosive remnants of war. The technologies and tools we have used for several years to clear land, can be useful for Syria in clearing its territories. The use of drones for the remote detection of mines and other explosive ordnance, mapping war-affected areas, and other approaches can help accelerate land clearance. I am convinced that close cooperation in mine action will become a starting point for strengthening relations between our two countries,” said Ihor Bezkaravainyi.

Syria’s Deputy Minister of Emergency Situations and Disaster Management, Mustafa Munir, highlighted Ukraine’s advanced experience in detecting and disposing of explosive remnants of war, which has a direct impact on the agricultural sector and global food security.

As part of the visit, the Ukrainian delegation visited areas where Syrian specialists are carrying out clearance operations.

Background: Ukraine and Syria began a dialogue on cooperation in 2025 during the 4th International Food Security Conference Food from Ukraine, attended by Syria’s Minister of Emergency Situations and Disaster Management, Raed al-Saleh, and Syria’s Minister of Agriculture and Agrarian Reform, Amjad Badr.
