How to Become a Mine Acton Operator?
Certification of mine action operators consists of five stages after submission of documents. Currently, four certification bodies provide certification. They are:
- Certification body of the Mine Action Centre of the State Special Transport Service .
- Interregional Centre for Humanitarian Demining and Rapid Response of the State Emergency Service of Ukraine.
- The demining centre of the military unit A2641 of the Armed Forces of Ukraine.
- State Certification Centre of the State Emergency Service of Ukraine.
A future mine action operator can be certified in one of these bodies.
Application
Submitting an application (Paper + USB stick)
Submit:
A package of documents:
1. Application to the certification body for certification (Form 1.OS-7).
2. General information (name, addresses, telephone numbers, e-mail address, legal status).
3. Copies of statutory documents, a legal entity's certificate of state registration, and a value-added taxpayer's certificate of registration.
4. 4. A document that outlines the structure of the organisation.
5. Draft List of products (processes, services) to be submitted for certification.
6. List of international and national standards and/or other official regulatory documents for which certification is planned.
7. Information on qualifications and practical experience
management and staff, considering their work in other mine action organisations.
8. Copies of diplomas or other documents confirming the qualifications of the head, their deputies, and heads of structural units.
9. Staff job descriptions.
10. Recruitment, training, and promotion procedures.
11. Information on the system of training and professional development of personnel.
12. Information on capabilities, including logistics.
13. Information on the possibility and use of subcontractors, local labour, and joint ventures.
14. Information on financial position and capacity.
15. A copy of the document that guarantees the possibility of compensation for damages caused by the organisation's activities.
16. Information on personnel insurance.
17. Report on the absence of any current or deferred legal liability or liability from any pending disputes with the National Mine Action Authority.
18. Information on the internal quality management system.
19. Information about the information management system.
20. Information on environmental protection measures.
21. Information on health and safety measures.
22. Information on the available valid certificates.
23. Questionnaire (Form.2.OS-7).
Stage 1: Acceptance and preliminary review of the application
The application is considered if the Certification Body provides a positive response regarding the correctness of the submitted documents.
Process duration ~ 30 days.
Stage 2 Assessment of Compliance with the Regulatory Documents of the Provided Information and Documentation
If a positive decision is made based on the results of the application acceptance and review, an agreement is concluded to perform work to assess compliance with the information and documentation provided by regulatory documents.
In case non-compliances are identified during the assessment procedure, the Applicant is allowed to implement corrective measures within 90 calendar days, after which the certification body may repeat the work on this stage a maximum of two times.
If the Applicant is unable to correct the discrepancies within the specified time or after two repetitions of this stage, the certification process is terminated, and the Applicant is informed of this.
Duration: 30-45 days (excluding time for corrective action).
Stage 3: "On-site Compliance Assessments
If a positive decision was made at the previous stage, a contract is concluded for the on-site conformity assessment.
If nonconformities are identified during the on-site conformity assessment, the Applicant is allowed to implement corrective measures within 30 calendar days. After that, the certification body decides to conduct a second on-site assessment, depending on the scope and significance of the identified nonconformities and to verify the effectiveness of the implementation of corrective actions.
If the Applicant cannot correct the non-compliance within a specified period or after two repetitions of this stage, the certification process is terminated, and the Applicant is notified.

Stage 4: Issuance Certificate
If a positive decision was made at the previous stage, a contract is concluded for the procession of the certificates.
After the conclusion of the certification agreement, the certification body issues certificates of conformity with the established form.

Stage 5: Monitoring
Mine action operators are monitored annually for their performance following certified mine action processes.
The mine action operator is obliged to sign and send the contract for monitoring works to the Certification Body of the Mine Action Centre within five days of its receipt.
The Certification Body shall send draft contracts via email to mine action operators.
The deadline for eliminating non-compliances identified during the monitoring is no more than 30 days from the day following the day the monitoring was completed.
