A Tender Announced for Creating a Register of Potentially Contaminated Areas

The East Europe Foundation has announced a tender to find a contractor for developing software for a register of areas contaminated or potentially contaminated with explosive objects. The creation of the register is mandated by the Land Code, and the product will be developed based on a framework jointly prepared by the Ministry of Economy and the Ministry of Internal Affairs.

“Six months ago, we approved the procedure for maintaining and administering the register of potentially/contaminated areas. Since then, specialists from the Ministry of Economy, the State Emergency Service (SES), and the Humanitarian Demining Center have done extensive preparatory work to define what this digital product should look like. I encourage tech companies to participate in the tender to work on a project that will make our country safer. The developed register will be a universal tool to effectively plan demining activities and enable farmers and local authorities to check the status of specific areas with just a few clicks,” said Deputy Minister of Economy of Ukraine Ihor Bezkharavainyi.

The tender stipulates a six-month timeline for developing the register. Its ownership will belong to the SES, while the Humanitarian Demining Center will serve as its technical administrator.

The register will integrate information from various sources. It will be updated by staff of the Secretariat of the National Mine Action Authority, representatives of village, settlement, and city councils, military-civilian administrations, the Mine Action Center, and authorized government units involved in humanitarian demining.

The development of the register for potentially contaminated areas is financially supported by the EGAP Program, implemented by the East Europe Foundation with funding from Switzerland.

Since the start of the full-scale invasion, sappers have returned 35,000 square kilometers of Ukrainian land to use. Approximately 17,000 square kilometers of this land were cleared in 2024.

Specifically, in 2024, Ukrainian sappers returned over 285,000 hectares (2,850 square kilometers) of agricultural land to farmers, prioritizing areas for initial survey and clearance. In total, pyrotechnic teams surveyed more than 318,000 hectares (3,180 square kilometers) of such land over the year.
