Procedure for Obtaining Compensation:
The farmer submits an application through the State Agrarian Register, where an initial check is conducted.
The Centre for Humanitarian Demining conducts an additional verification of the submitted documents.
The Center purchases demining services through the Prozorro system and informs the farmer and the winning operator upon completion.
The farmer opens a special account in a state bank, and the Center transfers 100% of the cost of the demining service.
The operator performs the demining of the land plot and sends documents confirming the demining to the Center.
The Centre for Humanitarian Demining verifies the documents and forwards them to the bank. The bank transfers the demining funds to the operator.

The Centre's role in the programme of compensation for humanitarian demining of agricultural land
Consumers in the mine action sector include various entities such as small landowners, large farmers, agro-companies, forestries and fisheries.
There are several mechanisms by which consumers can initiate work to secure land from explosive ordnance contamination. This can be carried out through operational, humanitarian, or commercial demining.
Additionally, taking land out of use due to confirmed or suspected explosive ordnance contamination is grounds for applying additional state guarantees, including exemption from land tax and rental payments for the respective land plots.
At the same time, such status as a suspected or confirmed hazardous area imposes certain responsibilities on the land owner or user to adhere to necessary safety rules. In case of violation of these rules, or in the case of unjustified use of the additional guarantees provided by law, the person will bear the specified responsibility.
Victim assistance is a set of measures aimed at meeting the needs and rights of victims of explosive ordnance. The victims can receive help from both the state and NGOs – national and international.

Until recently, Ukraine lacked a unified platform for coordinating with international partners in the field of humanitarian demining.
To address this, the Ministry of Economy of Ukraine initiated the establishment of the Sectoral Working Group (SWG) on Humanitarian Demining, with its inaugural meeting held on 21 September 2023.
This working group has a consultative and advisory status and aims to bring together all countries and organizations that are currently supporting Ukraine in this field or have expressed intentions to provide such support. Additionally, the group will remain open to new partners.

According to official information, up to 144,000 square kilometers of Ukrainian territory are potentially contaminated with mines and other explosive remnants of war and require survey and clearance. Each additional day of conflict exacerbates this challenge.
Given the complexity, long-term nature, technical difficulty, and high cost of surveying and clearing potentially contaminated areas in Ukraine, the Government of Ukraine is keen to intensify collaboration with institutional partners in the field of humanitarian demining and mine action.
